The European flag is not only the symbol for the european union, but more specifically reflects the identity and unity of Europe in a larger context. That's the reason why it has  been formaly used as the european council flag. Le golden stars circle represents solidarity and harmony between all the people in Europe. The number of stars is not related to the number of Member States. Il contains twelve stars as this number traditionnaly represents the symbol of perfection, fullness and unity.
